One of North Korea's top decision-making bodies is setting guidelines that call nuclear weapons "the nation's life" that won't be traded even for "billions of dollars,? The Associated Press reported.

The statement Sunday came after a plenary meeting of the central committee of the ruling Workers' Party attended by leader Kim Jong Un and other officials, the AP said.

It also followed a declaration on Saturday that it was entering a "state of war" with South Korea, the latest in a string of increasingly belligerent outbursts from the isolated state.

Sunday?s statement says nuclear weapons aren't "goods for getting U.S. dollars" or a "political bargaining chip." Outside analysts have said Pyongyang raises worries over its nuclear ambitions to spur nuclear-disarmament-for-aid talks, the AP said.

It said Pyongyang will also increase work to build up the economy. Kim has made fixing the moribund economy a focus.

On Thursday the U.S. sent two nuclear-capable bombers to South Korea, where they dropped inert munitions in a military exercise. The flight sparked an angry response from the North, which declared on Friday that it was preparing rockets aimed at American bases in South Korea and the Pacific.

One dead, three hurt in Arkansas nuclear plant accident

(Reuters) - An industrial accident at an Arkansas nuclear power plant killed one worker and injured three others on Sunday, but there was no release of nuclear material, authorities and the operator said.

A generator fell as it was being moved out of the turbine building at Entergy Corp's Arkansas Nuclear One plant in Russellville, Entergy said in a statement.

"There was no nuclear release of any kind," said Ed Barham, a spokesman for the Arkansas Health Department.

The injured workers were transported to a hospital, Entergy said.

The plant's Unit 1 was off line for refueling and Unit 2 automatically shut down and there is no danger to the public, it said.

The accident is classified as a unusual event, the lowest of four emergency classifications by the Nuclear Regulatory Commission, Entergy said.

Sudanese rebel group releases 31 kidnapped Darfuris

CAIRO (Reuters) - Sudanese rebels have released 31 Darfuris who they had kidnapped a week ago on their way to a conference for people displaced by the region's decade-long war, the International Committee for the Red Cross (ICRC) said on Saturday.

Conflict has raged in Darfur since 2003 when mainly non-Arab rebels took up arms against the Arab-led government, accusing it of politically and economically marginalizing the region.

Violence has subsided from its peak in 2003 and 2004, but a surge has forced more than 130,000 people to flee their homes since the start of the year, according to the United Nations.

Last week, the international peacekeeping mission UNAMID said an armed group had kidnapped 31 Darfuris who the peacekeepers had been escorting in three buses. The abductors took them to an unknown location.

On Saturday, the ICRC said a faction of the Sudan Liberation Army (SLA), one of the main Darfur rebel groups, had released the men and handed them over to the Red Cross, according to a statement.

The SLA was not available for comment, and no more details were available about the incident that happened in a border area between Central Darfur State and South Darfur State.

Sudanese President Omar Hassan al-Bashir is wanted by the International Criminal Court on charges of genocide and war crimes in Darfur.

Sudan refuses to recognize the court, which it says is biased against leaders who refuse to kowtow to Western powers.

In 2008, the United Nations said about 300,000 people may have died in Darfur's war, a figure some activists say is too low. The government has put the death toll at about 10,000.

Mohamed A. El-Erian: Celebrate Nelson Mandela Now, and Also Later

A frail 94-year-old Nelson Mandela has again been admitted to hospital. On a prior occasion a year ago, I felt it important to take pen to paper to write about this exceptional and unique man whose achievements should -- and, hopefully, will -- be well-understood, admired and inspire many, and for a very long time.

My already high respect for Mr. Mandela has only grown in the last year. During this period, I have gained even greater insights into his approach. I have also deepened even more my understanding of the context in which he delivered for South Africa and beyond.

Those unfamiliar with his accomplishments -- and those who underestimate the odds he faced and the adversity he conquered in such a humble and effective manner -- need only witness how, after an incredibly encouraging start, the Arab Spring has stumbled and disappointed so many.

Countries like Egypt demonstrate vividly the difficulties societies face in completing their revolutions, no matter how genuine, justified and legitimate they are.

The well-being of historic transitions, especially those fueled by massive grass root support (as was the case in South Africa and, later, in Egypt, Libya, Tunisia, etc.), depends critically on credible and visionary leadership.

Yes important advances in social media allow movements us to overcome coordination challenges in remarkable ways. But nations still need political leaders to convert the energy and drive that topple repressive regimes into the unified dynamism that builds a better and lasting future.

They also look to them to reconcile the legacies of an ugly and violent yesterday with the hope of a brighter and peaceful tomorrow.

Mr. Mandela managed this in the most difficult of circumstances. In spearheading the most critical of all revolutionary pivots, he inspired his nation "to forgive but not forget."

Throughout the years, his accomplishment and dedication repeatedly astonished the "experts." And so many were dumbfounded by how he delivered a relatively peaceful transition in a highly polarized and potentially revenge-seeking context.

Yet, despite all this, too many of those who face similarly challenging revolutionary pivots today -- and too many of those who support them and wish them well -- are so caught up in the weeds that they fail to pose a simple yet potentially-enlightening question: "What would Nelson Mandela do?"

This phenomenon seemingly is not limited to those involved in historic transitions.

In reading the comments on last year's Mandela piece, I was particularly struck by those suggesting that I should have waited until Mr. Mandela's passing. "Save it for the obituary" was how one succinct and direct comment put it.

NO, we should not wait until then to recognize the amazing contributions of this historic figure.

NOW is the time to understand better, admire further, and celebrate more what Mr. Mandela offers the world.

FGCU's NCAA run ends with 62-50 loss to Florida

ARLINGTON, Texas (AP) ? That high-flying act from "Dunk City" busted most everybody's NCAA tournament brackets and left an indelible mark on March.

Bet you know what FGCU is now.

Florida Gulf Coast, the No. 15 seed few people knew much about only a week ago, had its improbable run to the NCAA round of 16 ended by a 62-50 loss late Friday night ? actually only a few minutes before midnight. SEC regular-season champion Florida is headed to its third consecutive regional final.

"We definitely defied a lot of odds," said Sherwood Brown, the dreadlocked guard who is Gulf Coast's only senior starter. "Pretty much no one in the nation expected us to make it this far."

Early against Florida, the Eagles (26-11) seemed even looser than they had in their victories over No. 2 seed Georgetown and No. 7 seed San Diego State. And they had a big run that came early this time.

Chase Fieler had 3-pointers to start and cap an 11-0 run, raising his hands in the air after the second that put Gulf Coast ahead 15-4 and led to a timeout by Florida coach Billy Donovan less than 7 minutes into the game.

In between the 3s, Gulf Coast had some of the schoolyard-like plays that earned them that "Dunk City" moniker.

After Brett Comer stole a pass, he ran down the court and threw up an alley-oop pass for the trailing Brown, who delivered an emphatic slam that sent the announced crowd of more than 40,000 into a frenzy ? except for those in Gator orange.

Comer then flipped another backward pass to Bernard Thompson for a 3-pointer before Fieler's other 3.

"It was very exciting to get out to that big run, playing in the Sweet 16, playing the way we were playing early in the tournament against a great team in Florida," Fieler said.

That run was so similar to extended spurts they had in upsetting No. 2 seed Georgetown and No. 7 seed San Diego State.

But the Gators (29-7) still had plenty of time ? and know how to go on big runs of their own.

"I thought we did a great job of putting pressure and making those guys feel uncomfortable," said Mike Rosario, who led Florida with 15 points.

The Eagles had 12 turnovers in the first half ? one less than they had in each of their first two NCAA tourney games ? and finished with 20.

Michael Frazier made a pair of 3-pointers from in front of the FGCU bench, the only baskets he made, to start a 16-0 run late in the first half.

That put the Gators in the lead to stay.

"As bad as we started off, I'm happy for my team that we fought back. They're a second-half team. We did a good job of attacking them in the first 4 minutes of the second half," said Kenny Boynton, whose three-point play sparked a quick 7-0 Gators run right after halftime.

The Gators will play Michigan in the South Regional final on that raised court at Cowboys Stadium on Sunday. They are trying to get to their first NCAA Final Four since consecutive national championships in 2006 and 2007.

Michigan overcame a 14-point deficit and knocked off No. 1 seed Kansas 87-85 in overtime earlier Friday night.

Brown led FGCU with 14 points, while Fieler had 12. Scottie Wilbekin had 13 points for Florida and Casey Prather 11.

This is the last chance for seniors Boynton and Erik Murphy to win a title of their own. And there was a business-like feel in the winning Florida locker room after the game.

On the other side, things weren't all that bleak despite the disappointment of being done and matching a season low for points.

"It's sad we lost tonight, but it was a great ride," said post player Eddie Murray, the only other senior on the Gulf Coast roster. "It hurts right now but when you step back and look at it, it's all been amazing."

FGCU heads back to Fort Myers (aka Dunk City), where it has man-made lakes and a beach on campus, having given the tournament a blast of fresh air while its players were just having a blast. The South Florida state school also got about the best free publicity its administrators could ever hope for.

"It was great to see the excitement across the country with the underdog and it's just a real feeling when you're the underdog and you're the talk of the nation," coach Andy Enfield said. "Our plan wasn't to become some great national story. Our plan was to go in and compete and win games. It was unbelievable to see the excitement and passion of not only our local community, the students, but also the national level.

"Our players believed, and they accomplished something special."

Local official is 6th arrest in Georgia baby's shooting

The commissioner of a town where a baby was shot to death was arrested Thursday, the sixth arrest since the small Georgia community was shaken by last week's attack.

Brunswick, Ga., city commissioner James Henry Brooks was charged with influencing a witness and willful obstruction of law enforcement officers in the investigation into?13-month-old Antonio Santiago's death, Glynn County Undersheriff Ron Corbett said.

Brooks,?59, was still in jail Friday because no bond had been set for the charge of influencing a witness, Corbett said. A bond of $1,256 was set on the other charge.

Antonio's mother, Sherry West, says she was on her morning walk last Friday when two teens came up to her and demanded money. When she told them she didn't have any cash, she says, the older teen shot Antonio in the head and her in the leg. Her injury was not life-threatening.

Brooks' charges stem from a Monday courthouse incident in which he allegedly tried to block a county investigator from speaking with the mother of De'Marquis Elkins, one of the suspects in the case,?reported NBC affiliate WTLV.com.?

Brooks was also indicted on unrelated racketeering charges in neighboring Camden County earlier Thursday, The Florida Times-Union reported. He was charged with taking money and influencing others in the local government from 2009 to 2011, the paper reported.

?Corbett, the Glynn County undersheriff, confirmed Brooks was indicted, but couldn't confirm the details.

Authorities investigating baby Antonio's death arrested suspects Elkins, 17, and?Dominique Lang, 15, last Friday. Over the course of this week, they also arrested Elkins' mother, aunt, and sister for tampering with evidence.

Elkins' sister, Sabrina, 19, and mother, Karimah, 36, are still in custody, without the possibility of bond.?

A handgun was discovered about two miles away from the crime scene, submerged a marsh, the?Brunswick police spokesman said yesterday. On Friday, Corbett said that Elkins' mother, Karimah, who is still in custody, faces a second charge of possession of a firearm by a convicted felon, but said he couldn't elaborate on the charge.

The only eyewitness to the shooting was Antonio's mother. West said when she insisted she didn't have any money on her, the older of the two teens pointed a handgun at her.?

"He says, 'Well, I'm gonna kill your baby,'" West?said last week. "I put my arms over my baby and he shoves me. And then he shot my baby right in the head."

Both teens have been charged as adults.

On the heels of Secretary of State Kerry's surprise visit to Afghanistan, two separate attacks injured at least 15 Afghans. The Taliban claimed responsibility for one.

The Taliban quickly?claimed responsibility for today?s attack, which also injured at least five Afghans at the police headquarters in the provincial capital, according to the Associated Press. ?In a separate incident today a car bomb blast injured at least 10 British troops?on a patrol base in Helmand Province, according to the Guardian.?

The timing of the violence highlights the major security challenges that remain as the United States attempts to wind down a decade of intensive military presence in the country and hand control to the Afghans.

The attacks came just hours after Secretary Kerry and President Karzai held a rosy news conference in Kabul on the state of US-Afghan relations, which have undergone particular strain in recent weeks after?Karzai accused the US?of working with the Taliban to deliberately keep the country weak.

But during his trip, Kerry?was glowing in his appraisal of Karzai, declaring that he and the president were ?on the same page? when it came to Afghan security and reconciliation.

"I am confident the president [Karzai] does not believe the US has any interest except to see the Taliban come to the table to make peace and that we are completely cooperative with the government of Afghanistan with respect to the protection of their efforts and their people," Kerry told reporters.

Monday?s meeting was a pivot from the prickly interaction between Karzai and Defense Secretary Chuck Hagel on Mr. Hagel?s own trip to the country earlier this month. During that visit, Hagel and Karzai abruptly called off a joint press conference after tense closed-door negotiations failed to yield progress on key diplomatic questions, including the transfer of a key US-controlled prison to Afghan hands.

The American military formally ceded control of all but a ?small number? of prisoners in that facility, known as Bagram Prison, to the Afghans during Kerry?s visit Monday.

This marks the formal completion of a transfer of 4,000 Bagram prisoners that began a year ago, but hit several snags over perceived security threats. The US military, however, will continue to hold in its custody around 50 high-level foreign prisoners considered ?enduring security threats,? along with hundreds of Afghans arrested since the initial transfer deal was authorized last March,?reports Russia Today.

Despite its limitations, however, the transfer has potent symbolic value for Afghanistan,?writes The New York Times.

Bagram Prison was the most flagrant symbol of Mr. Karzai?s lack of control. Americans detained several thousand Afghans there, and Mr. Karzai had no power to release them. His effort to wrest the prison from the Americans began in earnest more than year ago, and?nearly succeeded?at least twice, most recently two weeks ago, a day before Mr. Hagel?s first visit.

Each time, American military commanders backed out because of worries that the Afghans might release Taliban prisoners, who would return to the battlefield and endanger American soldiers. This time, despite those concerns, the transfer went forward.

?It?s about a shift that?s going on in how the U.S. is looking at what?s important,? said one American official knowledgeable about detention issues. ?We have to look at the larger picture: What?s the U.S. strategic interest here???

Kerry rounded out his visit Tuesday by?meeting with democracy activists and female entrepreneurs?at the American Embassy in Kabul. There, he traded headers with the captain of the Afghan women?s national soccer team and lauded civic leaders preparing for the 2014 elections, according to the Associated Press.?

"You're engaged in a remarkable effort and the whole world is watching," Kerry said.?

US consumer spending, income jump in February

WASHINGTON (AP) ? Consumers earned more and spent more in February, helped by a stronger job market that has offset some of the drag from higher taxes.

The Commerce Department said Friday that consumer spending rose 0.7 percent in February from January. It was the biggest gain in five months and followed a revised 0.4 percent rise in January, which was double the initial estimate.

Americans were able to spend more because their income rose 1.1 percent last month. That followed January's 3.7 percent plunge and December's 2.6 percent surge. The huge swings reflected a rush to pay bonuses and dividends in December before taxes increased.

After-tax income increased 1.1 percent last month.

The jump in income allowed consumers to put a little more away in February. The saving rate increased to 2.6 percent of after-tax income, up from 2.2 percent in January.

Consumers spent more at the start of the year even after paying higher taxes. An increase in Social Security taxes has reduced take-home pay for nearly all Americans receiving a paycheck. And income taxes have risen on the highest earners. The tax increases both took effect on Jan. 1.

The jump in spending and income suggests economic growth strengthened at the start of the year after nearly stalling at the end of last year. Consumer spending accounts for 70 percent of economic activity.

Most economists predict the economy is growing at an annual rate of roughly 2.5 percent in the January-March quarter. That would be a vast improvement from the 0.4 percent growth rate in the October-December quarter, which was held back by slower company stockpiling and the sharpest defense cuts in 40 years.

Inflation, as measured by a gauge tied to consumer spending, increased 1.3 percent in February compared with a year ago. That's well below the Federal Reserve's 2 percent target, giving the central bank room to keep stimulating the economy without having to worry about price pressures.

One reason the tax increases haven't slowed the economy is companies have accelerated hiring and are slowly but steadily increasing wages.

Employers have added an average of 200,000 jobs a month since November. That helped lowered the unemployment rate in February to a four-year low of 7.7 percent. Economists expect similar strong job gains in March.

Most other signs point to an economy that is gaining momentum. Businesses are investing more in equipment and machinery, which has given factories a lift after a disappointing 2012.

And the housing recovery appears to be strengthening. In February, sales of previously occupied homes rose to the highest level in more than three years. The gains have helped lift home prices, which have made Americans feel wealthier.

Stock prices have also surged. On Thursday, the Standard & Poor's 500 index closed at a record high of 1,569. That surpassed the previous record of 1,565 set in October 2007, a year before the peak of the financial crisis.

Markets are closed Friday for the Good Friday holiday.

By merging and adjusting vapors fed through these four airflows, the team can somewhat realistically trick viewers into believing the scent is coming from localized areas of the screen. We can just hear parents of the future now: "Stop sitting so close to the screen, Johnny. You're gonna pass out from the fumes." Ah, the future...

Eiffel Tower evacuated after bomb threat

PARIS (AP) ? The Eiffel Tower was evacuated Saturday night after an anonymous caller phoned in a bomb threat, police said.

Nearly 1,400 people were sent away from the tourist attraction following a request from tower operators after the warning, a Paris police official said. Police then searched the monument with sniffer dogs, and set up a security perimeter.

No explosives were found and the site was to be reopened, the official said on condition of anonymity because she wasn't authorized to speak publicly.

French authorities have stepped up counterterrorism measures in recent weeks amid heightened concern about threats to France over its military campaign against al-Qaida-linked fighters in Mali which began more than two months ago.

The tower is occasionally evacuated because of such warnings ? at least once last year and twice in 2011. The 324-meter (1,063-foot) tower is one of the world's top tourist attractions, with millions of visitors a year.

(AP) ? The harbor seal pup lay battered on a Massachusetts beach, the victim of a brutal attack by an older seal that left deep wounds all over her body and sapped so much of her strength that she couldn't even flee when rescuers found her.

Now eight months later, the animal rescuers named Pup 49 is adjusting to life without one of her two hind flippers after veterinarians at the Mystic Aquarium in Connecticut performed an amputation to prevent a stubborn infection from spreading throughout her body.

The seal pup is quick to dive after sardines tossed into her tank and fixes her large, dark eyes on aquarium workers the moment they step onto a special platform to feed her. Occasionally she swims to the platform's edge and attempts to haul herself from the water onto it. A special ramp has been installed to make it easier for her to get out. She makes the effort in a heartfelt plea for more fresh fish from the workers' shiny bucket.

"She has a really inquisitive and interested personality, and she is very interactive with the environment around her," said Mystic Aquarium veterinarian Allison Tuttle, who supervises the pup's treatment and care.

None of that personality was apparent when workers from the Boston-based New England Aquarium found the seal stranded in Plymouth, Mass., in July. She was 1 month to 2 months old, had lost a lot of weight, was suffering from a respiratory ailment and was nursing very deep wounds that were infected, Tuttle said. She did not respond well to cleaning and medical treatment.

Vets noted that the infection had spread to additional bones, Tuttle said, and they decided to amputate her stricken flipper to prevent the disease from spreading to other parts of her body and endangering her life.

That decision was not taken lightly. The rear flippers of seals are the part of their body they use to navigate while swimming. For the seal pup ? named after the identification number she was given when rescued ? it meant learning to use her left front flipper to guide her.

"After surgery, she just seemed a lot more relaxed overall, and just her entire demeanor changed from an animal that was reluctant to be handled from the start to an animal that was ready to get well and was very willing to receive all her post-surgical wound treatments," Tuttle said. "She just really looked a lot more comfortable and really relaxed."

Aquarium visitor Sharlene Cirillo of Berwyn, Pa., was touched after hearing the story of the seal's tragedy at such a young age.

"I'm a mom and, you know, you think about something happening to your child and how hard that must have been," she said while visiting Pup 49's temporary exhibit, near the operating room where the amputation was performed. "It feels like you can understand how hard it was and almost make it personal.

"It's amazing," Cirillo said, "what we can do for people and animals today with the techniques we have."

Pup 49's fate is still uncertain. Officials at the National Oceanic and Atmospheric Administration determined she should not be released into the wild, because having only one hind flipper may limit her ability to race after the fish, squid and other marine creatures she needs to feed on.

That means that the seal will remain on exhibit at Mystic until the agency's Marine Fisheries Service decides on a permanent home.

Mystic Aquarium has already requested that the fisheries regulator let it acquire the seal pup. If approved, she will be moved off display for training until the fall and then will live in the aquarium's Pacific Northwest habitat. If the plan is rejected, Pup 49 will move to another institution that is permitted to care for rescued, non-releasable harbor seals.

Billy Finn, a 10-year-old fourth grader from Brewster, N.Y., was happy to see Pup 49 swim, dive and play in the water, but said it was sad to know what happened to her.

Colleen Thompson of Colchester, Conn., a mother of two, was more upbeat after seeing Pup 49 for the first time.

"We ... were pleasantly surprised to be able to come and see the amazing work that Mystic Aquarium has done as far as the amputation and rehabilitation."

Points has an old putter and takes early lead

HUMBLE, Texas (AP) ? The march to the Masters for Rory McIlroy looks more like a crawl.

McIlroy only had four birdie putts on the front nine, none closer than 20 feet. He took two chips to reach the second green. He found the water on the third-easiest hole at Redstone Golf Club and made double bogey. What he salvaged Thursday in the Houston Open was a 73, along with some optimism.

"I think I'm still a little bit tentative on the golf course and not committing to my shots fully," McIlroy said. "But I think that just takes time and, hopefully, another three rounds this week and some good scores will give me confidence going into the Masters."

D.A. Points, using an old putter he once took from his mother, opened with five straight birdies on his way to an 8-under 64, giving him a one-shot lead over Cameron Tringale and John Rollins. Also coming to life was Angel Cabrera, the Argentine with two majors and a house at Redstone. He had a 66.

McIlroy, playing in the afternoon when the wind kicked up, was happy just to stay in range. Right when it looked as if the 23-year-old from Northern Ireland was headed for a big number, he rattled off three quick birdies and got it back to even par before he failed to convert a superb flop shot into par.

"I fought back well. I didn't get too down on myself," McIlroy said. "It would have been great to finish even par, but I made a couple of shots back, so that's not too bad."

Even so, the Houston Open is his final stop before the Masters, and it's not as if McIlroy has loads of rounds behind him. Thursday was only the ninth round he has completed in five tournaments this year. And he no longer has the No. 1 ranking, taken back by Tiger Woods last week at Bay Hill.

The first step is making the cut at Redstone on Friday, and seeing more good shots.

"My swing is not as free flowing because I'm working on a few things and getting into a couple of bad habits," McIlroy said. "But it's definitely feeling more natural than it has been the last few weeks."

Points first borrowed the Ping Anser from his mother during his junior years in Illinois, and like most golfers, he abandoned it once he stopped making putts. But he recently asked Ping to clean it up for him and add some weight. He also got a putting lesson ? no, not from Steve Stricker ? and he was on his way.

"Maybe I'm an idiot for not having used this putter the whole time," Points said. "It worked well today."

Points, whose only win came with actor Bill Murray at his side at the Pebble Beach National Pro-am, made all five of his opening birdies from inside 15 feet. He dropped only one shot along the way.

A mild wind gained strength in the afternoon, and Rollins still managed a 65.

"I knew the conditions were going to be tough out there, knew the greens were fast, so that makes it tough as well," Rollins said. "I just kept the ball in front of me and gave myself a lot of opportunities and got a solid round out of it."

Phil Mickelson was at 4 under and right in the mix until he hit his tee shot into the water on the sixth hole and made double bogey, nearly hooked a 3-wood into the hazard on the next hole and three-putted for bogey, and then made bogey on the par-3 ninth from a bunker to wind up at 72.

"It was a disappointing finish," Mickelson said. "I feel really good with the putter, and I believe that as the tournament goes on, I'll get better."

Mickelson played with defending champion Hunter Mahan, who didn't hit the ball his best and it finally caught up with him at the end for a 74. Also in the group was Geoff Ogilvy, who needs to finish in the top 50 in the world to get into the Masters. Ogilvy is currently at No. 50, though he will lose spots through the formula this week. He had three penalty shots in his round of 73.

Lee Westwood hit two shots in the water and still salvaged a bogey and was in the large group at 68 that included Riviera winner John Merrick and Jimmy Walker.

Charles Howell III had a 69 in his bid to get into his hometown major at Augusta National. Howell would need to finish at least in fourth place alone to have any chance of moving into the top 50.

Points was just trying to see some reasonable results, having made only two cuts all year. He did manage to join a group of stars in the Tavistock Cup earlier this week and, upon leaving home Tuesday, he grabbed a handful of putters. One of them once belonged to his mother.

Ping rep Matt Rollins had some weights added to the putter, and equally important was an impromptu lesson from Lamar golf coach Brian White.

"It's one of those things," Points said. "I holed some nice par putts yesterday in my pro-am. I didn't hit it great, but I made a few good putts and the ball was going in the hole with nice pace and rolling real tight. And I thought, 'All right, this might be the key that kind of gets me going.'"

That it did.

For McIlroy, it was another slow start. He has yet to break par in his five opening rounds this year ? that includes the Match Play Championship ? and found himself behind early. He was in a fairway bunker on the eighth hole, opened the face of 9-iron to advance the ball as far as he could, and caught the lip. With some 250 yards for his third shot, a 5-wood leaked into the water and he walked off with a double bogey.

But he never got down on himself.

"I think I learned from that over the last few weeks. I've got to keep my spirits up," McIlroy said. "I felt like I was doing that a bit too much at the Match Play and the Honda, and obviously we saw what happened there."

Frustrations boiled over at the Honda Classic halfway through the second round when McIlroy walked off the course. He vowed not to do that again.

Mickelson, meanwhile, was going along nicely despite some errant tee shots, such as his one on the 12th hole. He sliced the tee shot so far left that it bounced off the cart path, across the 13th tee box and down a slope toward the bushes. He was about pin-high, only 100 yards left of the green. He hit wedge into about 15 feet and turned to the gallery and said, "It's all about angles."

The angles caught up with him. Mickelson tee shot on the sixth never cleared the water, leading to his sloppy finish.

Baseball's team to beat in 2013 was a laughingstock just three years ago, but ?step by step? it stayed patient, focused and got a little lucky in its rebuild

VIERA, Fla. - There probably have not been 10 teams in all of baseball history that were quite as hopeless as the 2009 Washington Nationals. They lost 103 games ? the second year in a row that they lost 100 ? and were the worst team in baseball.

But it was worse than that. The Nationals had just moved into a new park a year earlier ... and nobody in the nation?s capital seemed to care. They were 13th in the National League in attendance. Their television ratings appeared to be a misprint. The Nationals averaged just 12,000 homes. That?s ?Wayne?s World? territory. And that was WAY UP from what their ratings in 2008.

But it was worse than that. Their farm system was seemingly barren. Baseball America ranked them 21st among the 30 teams. They did not have a single prospect ranked in anybody?s Top 30. The future seemed about as hopeless as the present.

But it was worse than that. The present wasn?t just hopeless, it was hideous.

Their right fielder, Elijah Dukes, had been involved in so many off-field incidents, the team hired a former police officer to watch him at all times (though not too well since Dukes would talk later of smoking pot before Nationals games). To play center field, they acquired Nyjer Morgan, who said his on-field name was ?Tony Plush? and would show a special talent for barreling into catchers.

Their best player, Adam Dunn, was so bad defensively in left field and at first base that despite hitting 38 homers and posting a .398 on-base percentage, the Wins Above Replacement (WAR) statistic still rated him worse than a replacement player (his minus-43 fielding runs is the worst fielding performance in baseball history).

The pitching staff's 5.00 ERA was the worst in the National League. The starting pitching was such an irreparable mess that, in desperation, they signed 34-year-old Livan Hernandez, who had pitched for five teams the previous four years. And one of those teams was the Washington Nationals.

When it gets this bad, what do you do? Where do you even begin? And how does it then become baseball's best team in three years?

Can it really come down to a simple cliche?

Mike Rizzo spent 12 years on the road as a baseball scout in the Upper Midwest back in the 1980s and '90s. Who knows what a baseball scout thinks about as he drives along those long roads up in Iowa and and Minnesota and Michigan looking for ballplayers? All Rizzo ever really wanted to do was play ball. It was what his father, Phil, wanted to do before he became a baseball scout. In fact, it was Phil who told his son that the dream was over, that he just wasn?t good enough to play in the big leagues, that he needed to find a different way to stay in the game.

So for 12 long years, Mike did what his father did. He drove those wet and icy roads of the Upper Midwest, enduring the frost, predicting the rain, showing up at muddy fields in the hopes of seeing any game at all, much less a fastball with good sink or a shortstop with range. Rizzo never claimed to be able to see what other scouts could not. But over time, sure, he picked up a few things. He developed a few theories about the game. He came to believe that the best ballplayers ? the WINNING ballplayers ? combined two things: Talent and attitude.

The Washington Nationals' rise began in June of 2009, when Rizzo was still the interim general manager. They had the first pick in the draft ? and it was a good year to have that pick because one of the most exciting young pitchers in baseball history, Stephen Strasburg, was coming out of San Diego State. The Nationals took him, of course. And with the 10th pick, they took another college pitcher, Drew Storen. They liked his makeup.

To give you an idea of where the Nationals were at that time, here was their most used lineup of 2009.

Um ... yeah. Rizzo realized pretty quickly that of those players (and other regulars like Cristian Guzman and Josh Willingham), only Ryan Zimmerman ? the Nationals' first-round pick in 2005 ? was good enough to play every day for a winning National League team (Dunn?s bat was good enough, but only in the American League, where he could be DH). The news was no better on the pitching staff ? only 2007 draft picks Ross Detwiler and Jordan Zimmermann seemed good enough.

So Rizzo went to work. Nick Johnson and Anderson Hernandez were traded away just before Rizzo was officially named GM in August. Dukes: Released. Kearns: Granted free agency. Cristian Guzman: Traded. Josh Willingham: Traded. Adam Dunn: Granted free agency. Pitcher after pitcher was let go. It was a two-year flurry. As Rizzo told a friend, he was getting rid of the untalented and the a-------.

?We had a plan,? Rizzo says. ?We knew that we had a lot of work to do. We weren?t going to be able to build it one way. We needed to acquire as much talent as we could and in as many ways as we could acquire that talent. Trades. Free agency. The draft. Everywhere.?

?Let me tell you something about Mike Rizzo,? Nationals manager Davey Johnson says. ?I don?t think the guy ever sleeps.?
