'Russia is ending its dependency on the global superpower' ? Pushkov

Moscow announced that it has terminated an agreement with Washington to cooperate in law and drug enforcement, continuing the trend of deteriorating diplomatic relations.

?Russia is reforming its relationship with the US. We have terminated the third agreement with the U.S. in the last six months,? Aleksey Pushkov, the head of the Foreign Affairs Committee of the Russian Lower House, commented on Twitter.

Russian Prime Minister Dmitry Medvedev signed an order to terminate the bilateral deal, the government said in a statement on its official website on Wednesday. The agreement, formalized between Russia and the US on September 25, 2002, was declared ?out of touch with today?s realities and has exhausted its potential,? the statement read.

The Russian Foreign Ministry has been instructed to notify Washington of the decision.

As part of the now-defunct bilateral deal, the US agreed to provide financial assistance to relevant Russian entities for anti-crime measures, among other activities. Such philanthropy, however, has raised eyebrows in Russia and prompted questions over the real motive behind Washington?s efforts.

It was largely due to these suspicions that Moscow informed the US Agency for International Development (USAID) in September that its services in Russia were no longer wanted or needed.

In a recent interview with NPR, outgoing US Secretary of State Hillary Clinton commented on Russia?s decision to shut down the USAID office: ?We can take our aid money and go elsewhere and help people who welcome us.?

Clinton?s comment goes far towards explaining the rift in Russia-US relations: Russia has largely escaped from the clutches of its post-Soviet depression, and is now has a dynamic economy with a growing middle class and huge natural resources, which no longer needs handouts from Washington.

The Foreign Ministry said that Russian civil society has become fully mature, and did not need any "external direction" from USAID, which was also blamed for attempting to manipulate Russia?s internal political processes.

Is Washington, feeling a bit like a jaded partner in a tumultuous relationship, seeking to break off the honeymoon in dramatic fashion?

Last year, the decision by a group of US legislators to implement the so-called ?Magnitsky Act? against specific Russian officials ? who the US Senators believe should be held accountable in the death of Sergey Magnitsky, an accountant with Hermitage Capital who died in prison in 2009 amidst a tax evasion investigation ? has triggered a diplomatic domino effect between the two countries.

Shortly after the passage of the Magnitsky Act, Russian President Vladimir Putin signed the Dima Yakovlev bill, which bans American citizens from adopting Russian orphans.

In an interview with US media, Prime Minister Medvedev emphasized that Russia?s decision to introduce the adoption legislation had no connection with US legislation against Russian citizens.

?This law expresses concerns of the Russian parliament, the Russian State Duma and the Federal Council over destiny of our children? Therefore, despite the fact that many saw it as targeting individual American citizens who want to adopt Russian children, that?s certainly not the case,? Medvedev told CNN.

The US also recently said it would end its cooperation in the Russian-American Bilateral Presidential Commission on Civil Society.

This ongoing atmosphere of animosity between the two former Cold War rivals shows that relations between Moscow and Washington have entered a cooling period. It also shows that Russia is less willing to depend on the United States for services that it can afford on its own.

Meanwhile, Russian experts say that relations between Moscow and Washington have entered a dangerous tit-for-tat stage and warned against further escalation.?

Honorary chairman of the Foreign and Defense Policy Council, Sergey Karaganov told RIA Novosti news agency that in his view Russia and US have put themselves on a path that is very difficult to step off. At the same time, the analyst noted that the so called ?reset? had not created any solid foundation for better relations between the two countries.

Karaganov added that he hoped that the leaders of the two nations would be wise enough not to allow further deterioration in relations.

Viktor Kuvaldin of the Gorbachev Foundation also urged the leaders of Russia and the United States to put an end to the standoff as soon as possible.

?Unfortunately, when a spiral starts unwinding it acquires its own logic. People tend to forget who started what and resort to the ?eye for an eye tooth for a tooth? policy, Kuvaldin said.

Russian authorities should stop the process and reach an agreement with their US partners so that they (Washington) would follow suit.

Judith Johnson: Are You Letting Your Heart Sing?

As a life coach, I often find myself working on the same bottom line with clients -- are you letting your heart sing? This is a powerfully loaded question that deserves some unpacking here.

First, let's look at what it means to let your heart sing. Think of a time or times when you have been in your glory. It could have been a particular meeting, job, relationship, a song you sang, a book you wrote, or just a humble yet essential moment in your daily life. These moments typically engage a person in the flow of creatively expressing something they are deeply passionate about. It's as though your body, heart, mind, and soul are in a personal harmonic convergence and you can feel your heart smiling. There is a fulfillment -- a sating of a piercing hunger that has been building in your soul.

I've come to recognize that my heart sings best when I am experiencing a loving oneness with another -- whether someone close to me, a client, or a total stranger. For example, I can be walking down the street and have my eyes meet deeply with the eyes of a stranger for the briefest of moments and zoom past all the things that normally prevent such an essential connection from occurring. My heart also sings when I am effectively being of service and when I am able to communicate well. What about you? What makes your heart sing?

Once you have identified one or several strong examples of you at your best, ask yourself some of the following questions:

  • What did it feel like in your heart? Soul? Mind? Body?
  • How did you know you were in your zone?
  • What were the characteristics of the experience? For example, did certain people, circumstances, forms of expression, or heightened experiences facilitate your reaching the point where your heart was singing?
  • What specifically do you need to be, do, or have to make your heart sing?

Notice the question isn't is your heart singing? It's are you letting your heart sing? In this crazy world we live in, very few hearts simply sing anymore. It's not that it is not important, but rather that we are too busy giving our attention to other matters. We need to make our lives conducive to allowing our song to emerge -- even within the simple moments of our everyday lives. So, if your heart rarely or never sings, here are some things you might want to do:

  • Listen deeply to yourself: When our lives are filled with stress and more activities than time, our focus tends to be outward rather than inward. We need to deeply immerse ourselves in quiet contemplation and focus on the urges of our heart and soul. In the absence of such inner grounding, we are likely to live our lives hoping that this person or this job will somehow bring us greater happiness. In other words, we give over the power to yield our happiness to others and we become the recipients of whatever they happen to give to us. This kind of passive living rarely makes our heart sing. It is far more likely to get us to focus on manipulating this other person or situation to yield that nebulous and ill-defined happiness we seek. Our heart's song comes from a deeper place within us that we must visit and become familiar with to create the pathway for its expression.
  • Be mindful of living from the inside out: In the business of our lives, it is very easy to lose track of our essential self -- the part that imagines and dreams to create, promote, and allow our inner yearnings to manifest in our lives. Too often, we find ourselves at the end of our lives with a voluminous bucket list of unfulfilled dreams and desires. If something deep within us keeps seeking our attention and we keep ignoring it, it eventually gets drowned out by the drumbeat of daily life. Then in the quieter days of our life's end, we have too many regrets. So, take time to listen deeply and to create an energy flow that moves from deep within you outward into expression in your life. This could be as simple as wanting a particular color in your environment or taking the time to call an old friend. We must not only listen to our inner yearnings, we must honor them through fulfillment.
  • Dare to sing: Letting your heart sing means making that a priority. It means going for "it" -- daring to give expression to your heart's desire and best vision of what your life could be. Get in the practice of doing at least one thing each day that evokes your soul's expression. Make that important enough to make it a habit.
  • Set clear intentions: Seeking a vague sense of being happier yields only disappointment with the present. If you want to create more health, wealth, happiness, and inner fulfillment, then you have to be specific with yourself about what exactly you need to do differently to move in the right direction to fulfill your dreams. This year, for example, I have set four very specific intentions for what I want to bring forward in my life. Every day, I affirm those intentions morning and night and challenge myself to spend as much of my time as possible bringing those intentions into reality. If you want your heart to sing, be very clear with yourself about what that involves and don't try to do it all at once. Set manageable, doable intentions that affirm your willingness to do what it takes to bring them forward in your life.
  • Focus your attention on your intentions: You must breathe life into your intentions through action every day. Don't wait for someone else to magically appear who will recognize what brings out the best in you and allows your heart to sing. Take ownership of your own life -- get in the driver's seat and go for it!

(AP) ? A 20-story-high mural of the Lombardi Trophy, affixed to the glass exterior of a bustling hotel that was once a shattered symbol of Hurricane Katrina's devastation, rises like a beacon above the expansive white roof of the Superdome.

The Super Bowl is back in the Big Easy, finally, after 11 years, giving New Orleans a spotlight of global proportion to showcase how far it has come since Katrina left the city on its knees and under water in August of 2005.

"The story is much, much bigger than the Super Bowl," Mayor Mitch Landrieu said Monday afternoon. "This is a story about the resurrection and redemption of a great American city.

"The Super Bowl gives us an opportunity to reflect on where we've been and where we're going."

From 1970 to 2002, New Orleans was a regular host of the Super Bowl and hopes to become one again. This Sunday, when the Baltimore Ravens meet the San Francisco 49ers in the Superdome, the Crescent City will host the NFL's marquee game for the 10th time, tying Miami for the most of any city. If all goes well, it hopes to get back in the rotation.

Jay Cicero, president of the Greater New Orleans Sports Foundation, said his group will ask the NFL for permission to put together a bid for the 2018 Super Bowl, coinciding with the city's celebration of its 300th anniversary.

It is that history, which produced a colorful culture driven by a mix of European, Caribbean and African influences, that makes New Orleans such an attractive Super Bowl city, noted political consultant James Carville said.

"This is not just a city. This is a culture," said Carville, who lives in New Orleans and serves as the co-chairman of the Super Bowl host committee with his wife and fellow political pundit, Mary Matalin. "We have our own food, our own music, our own social structure, our own architecture, our own body of literature. By God, we have our own funerals."

Carville pointed out that Dallas spent about $38 million to host a Super Bowl two seasons ago, that Indianapolis spent about $25 million a year ago, and that New Orleans spent about $13 million.

"I wish that I could tell you that it's because we're just so much more efficient," Carville said. "The truth of the matter is we don't have to create anything in New Orleans. It's here. It's been here for 294 years. We just have to take what we have, shine it up a little bit, add a little something here and there ? but 294 years of history and culture stand on its own."

Of course, Carville was not counting the billions of dollars spent in the past seven-plus years to rebuild New Orleans since Katrina pushed tidal surges through crumbling levees and flooded 80 percent of the city.

Extensive renovations to the Superdome, done in several phases during six years, ran about $336 million, transforming the stadium to a facility better equipped to host a Super Bowl than it was back in 2002. The lower bowl has all new seats, wider concourses and more concession areas, not to mention exclusive "bunker" clubs for those who pay top dollar. There are four high-end club lounges around the second deck which did not exist before the storm. The smaller suites ringing the stadium have all been remodeled and more have been added to total 152.

The faded gray siding that lined the stadium when the Super Bowl was last played there has been replaced. The dents from flying storm debris are gone and it has been restored to its original, glistening champagne color, which serves as the canvass for nightly light shows. The roof was completely rebuilt and there is now a public plaza called Champions Square adjacent to the dome, where part of a shopping mall used to be.

The Louis Armstrong International Airport has undergone $350 million in upgrades, with work going on right up until this month.

Streets throughout much of the city, including downtown and the French Quarter, have been repaved.

A new streetcar line, which opened on Monday morning, can shuttle people from the city's main train and bus station a few blocks from the Superdome to Canal Street, where downtown meets the French Quarter.

There are more restaurants in the metro area than before Katrina. Hotels throughout downtown have been renovated and some new ones have gone up, adding more than 4,000 more rooms than there were in 2005.

The 1,200-room Hyatt Hotel, with the signature giant Lombardi Trophy mural,, finally reopened a little more than a year ago after a $275 million renovation. During Katrina, hundreds of its windows blew out, leaving shredded curtains flapping in the wind. Now it is home to new restaurants and rebuilt convention space.

"The city looks great," said Jerry Romig, the Saints' 83-year-old public address announcer, a lifelong New Orleans resident who has been involved in some capacity in the previous nine Super Bowls. "It's never looked better."

He also takes issue with the idea that sympathy for New Orleans' suffering played a role in NFL owners awarding the city this Super Bowl.

"The New Orleanean's attitude is they would be very upset if the NFL was going to throw you a bone because you went through a hard time," Romig said. "The New Orleanean would think, 'We should get this game every year because we're the best place for it.' ... We've got everything that's necessary to make it a success and that's being shown better this year than past years."

Pockets of the city still bear obvious scars from Hurricane Katrina, most notably in eastern and low-lying portions of the city ? like the lower Ninth Ward ? were many homes were wiped out and many residents were too poor to rebuild.

So-called "Katrina tours" are still offered, with vans carting the curious to areas where they can see the remnants of the devastation ? abandoned, crumbling homes and schools, and streets overgrown with weeds and brush.

When the city was bidding for the 2013 Super Bowl, it floated the idea of a Super Saturday of Service, whereby volunteers could undertake community projects to improve the city. This Saturday, restoration work will be done on five properties run by the New Orleans Recreational Department, including a high school football field where the Archie Manning's sons once played. After Sunday, the field will be the new home of the turf used in the Super Bowl.

Despite the community's ongoing needs, New Orleans has proved repeatedly in recent years that the heart of the city can successfully stage major national events. It hosted college football's BCS national championships in 2008 and 2012, an NBA All-Star game in 2008 and an NCAA men's Final Four in 2012.

Yet given how New Orleans was once a regular Super Bowl city, the return of the NFL's biggest game carries more symbolic weight than any single event since the storm.

"This is just another huge example of how the people of this city, who were 15 feet under water, are now on top of the world," Landrieu said.

Drivers in the US are increasingly satisfied with their auto insurance, even after storms like Sandy and Isaac. J.D. Power and Associates reported that overall satisfaction climbed six points since 2011.?

J.D. Power and Associates has released the first data from its?2013 U.S. Auto Claims Satisfaction Study, and the news is good for auto insurance agencies: drivers in the U.S. are increasingly satisfied with their insurers.

In December 2012, Power surveyed over 3,000 auto insurance clients who had settled a claim in the previous six months. Power excluded respondents who had solely filed roadside assistance claims, as well as those whose cars had sustained damage to the glass or windshield only. The study also excluded respondents whose vehicles had been stolen, since the claims process in those cases can often require a longer settlement period.?

Power asked respondents to score their insurance company on a range of criteria (not all of which applied in every case): "first notice of loss; claim service interaction; damage appraisal; repair process; rental experience; and settlement". Respondents assigned scores in each of those areas on a scale of 0 to 1,000.

The good news is that overall satisfaction has climbed six points since 2011, to an average of 861. Power attributes the boost to increased satisfaction on the settlement front, where consumers' average score was 11 points higher than in 2011. Folks were also happier with the fairness of their settlements and the timing of those settlements.

Customers are probably happier about those settlements because they've been sped up. In fact, Power found that the average time that it took for agencies to pay out claims fell from 16.4 days in 2011 to 13.9 days in 2012. When looking solely at total-loss claims, the numbers were even better: in 2012, it took agencies 18.5 days to pay out total-loss claims, a drop of 5.1 days compared to 2011. Faster service means happier customers.

That said, there's definitely room for improvement -- particularly on the repair front. The average length of time needed for auto repairs climbed from 12.3 days in 2011 to 13.5 days in 2012. And while 91% of vehicles were fixed right the first time in 2011, in 2012 that figure slipped to 89%. Not surprisingly, satisfaction with the repair process edged down two points in 2012, resting at 862.

These problems could eventually bleed over to cast a pall over the entire claims process. Jeremy Bowler, the senior director of the insurance practice at J.D. Power and Associates, says that?"While insurers have made significant progress in the past 12 months to improve the efficiency of the claims process, the repair providers have not kept pace. Failure to repair a vehicle correctly is critical to the customer experience as average satisfaction scores tumble over one hundred points for those who had to bring their vehicle back for repeat repairs."

What's remarkable to us is that overall satisfaction climbed during a period in which two natural disasters struck the U.S.: Hurricane Isaac, which hit the Gulf Coast in August 2012, and Hurricane Sandy, which slammed into the Northeast two months later. Although Power didn't comment on the number of respondents with vehicles damaged in those storms, for insurers to satisfy customers so quickly during that time -- all while setting up?impromptu?field offices to manage claims from victims -- seems impressive.

In recent years, many scientists have been exploring DNA as a potential alternative vaccine. About 20 years ago, DNA coding for viral proteins was found to induce strong immune responses in rodents, but so far, tests in humans have failed to duplicate that success.

In a paper appearing in the Jan. 27 online issue of Nature Materials, MIT researchers describe a new type of vaccine-delivery film that holds promise for improving the effectiveness of DNA vaccines. If such vaccines could be successfully delivered to humans, they could overcome not only the safety risks of using viruses to vaccinate against diseases such as HIV, but they would also be more stable, making it possible to ship and store them at room temperature.

This type of vaccine delivery would also eliminate the need to inject vaccines by syringe, says Darrell Irvine, an MIT professor of biological engineering and materials science and engineering. "You just apply the patch for a few minutes, take it off and it leaves behind these thin polymer films embedded in the skin," he says.

Irvine and Paula Hammond, the David H. Koch Professor in Engineering, are the senior authors of the Nature Materials paper. Both are members of MIT's David H. Koch Institute for Integrative Cancer Research. The lead author of the paper is Peter DeMuth, a graduate student in biological engineering.

Gradual vaccine delivery

Scientists have had some recent success delivering DNA vaccines to human patients using a technique called electroporation. This method requires first injecting the DNA under the skin, then using electrodes to create an electric field that opens small pores in the membranes of cells in the skin, allowing DNA to get inside. However, the process can be painful and give varying results, Irvine says.

"It's showing some promise but it's certainly not ideal and it's not something you could imagine in a global prophylactic vaccine setting, especially in resource-poor countries," he says.

Irvine and Hammond took a different approach to delivering DNA to the skin, creating a patch made of many layers of polymers embedded with the DNA vaccine. These polymer films are implanted under the skin using microneedles that penetrate about half a millimeter into the skin -- deep enough to deliver the DNA to immune cells in the epidermis, but not deep enough to cause pain in the nerve endings of the dermis.

Once under the skin, the films degrade as they come in contact with water, releasing the vaccine over days or weeks. As the film breaks apart, the DNA strands become tangled up with pieces of the polymer, which protect the DNA and help it get inside cells.

The researchers can control how much DNA gets delivered by tuning the number of polymer layers. They can also control the rate of delivery by altering how hydrophobic (water-fearing) the film is. DNA injected on its own is usually broken down very quickly, before the immune system can generate a memory response. When the DNA is released over time, the immune system has more time to interact with it, boosting the vaccine's effectiveness.

The polymer film also includes an adjuvant -- a molecule that helps to boost the immune response. In this case, the adjuvant consists of strands of RNA that resemble viral RNA, which provokes inflammation and recruits immune cells to the area.

The ability to provoke inflammation is one of the key advantages of the new delivery system, says Michele Kutzler, an assistant professor at Drexel University College of Medicine. Other benefits include targeting the wealth of immune cells in the skin, the use of a biodegradable delivery material, and the possibility of pain-free vaccine delivery, she says.

"It's an interesting approach that can be applied not just to delivery of DNA-based vaccine antigens, but other small molecules," says Kutzler, who was not part of the research team.

Eliciting immune responses

In tests with mice, the researchers found that the immune response induced by the DNA-delivering film was as good as or better than that achieved with electroporation.

To test whether the vaccine might provoke a response in primates, the researchers applied a polymer film carrying DNA that codes for proteins from the simian form of HIV to macaque skin samples cultured in the lab. In skin treated with the film, DNA was easily detectable, while DNA injected alone was quickly broken down.

"The hope is that that's an indication that this will translate to large animals and hopefully humans," Irvine says.

The researchers now plan to perform further tests in non-human primates before undertaking possible tests in humans. If successful, the vaccine-delivering patch could potentially be used to deliver vaccines for many different diseases, because the DNA sequence can be easily swapped out depending on the disease being targeted.

"If you're making a protein vaccine, every protein has its little quirks, and there are manufacturing issues that have to be solved to scale it up to humans. If you had a DNA platform, the DNA is going to behave the same no matter what antigen it's encoding," Irvine says.

Singapore ruling party rebuked in by-election as disquiet rises

SINGAPORE (Reuters) - Singapore's long-dominant People's Action Party (PAP) lost heavily in a single-seat by-election on Saturday, a barometer of how the government is dealing with discontent in the wealthy Asian country over immigration and the high cost of living.

The result in the Punggol East ward - 54.5 percent of the vote for the Workers Party and 43.7 percent for the PAP, with the rest split by two others - does not alter the balance of power in parliament, where the ruling party will still hold 80 of 87 elected seats.

But the rebuke in the relatively young and affluent constituency sends a signal to the PAP about the level of dissatisfaction in the city-state of 5.3 million people that is a hub for banks and multinational companies.

"I want a difference," said Nita, a woman in her 30s. "If the Workers Party can do well in Punggol East, the other constituencies are also watching."

Some analysts had expected the PAP to eke out a victory, especially if the three opposition candidates diluted the anti-government vote. The next general election is due in 2016.

The seat in Punggol East, won by the PAP in 2011 with 54 percent of the vote, was vacant after the speaker of parliament quit in December over an extramarital affair. Other recent scandals include last year's arrest of the civil defense chief and head of the police anti-drug unit on corruption charges.

"I respect the choice of Punggol East voters," Prime Minister Lee Hsien Loong said in a statement. He called on people to refocus on national issues including the 2013 budget and a new population and immigration plan the government is preparing to deliver.

"The PAP will continue to improve the lives of Singaporeans, and present our report card for voters to judge in the next general elections," he said.

The PAP - founded by Lee Kuan Yew, Singapore's first leader for three decades and father of the current prime minister - has won every national election since independence in 1965, transforming the post-colonial port into a major financial center by keeping the economy open and society regimented.

But the 2011 election was its worst showing ever, prompting the government to engage more openly with increasingly vocal citizens over their concerns about property prices, public transport and immigration. Foreigners now make up about 38 percent of the population, up from about 25 percent in 2000.

Rolling out measures to help Singaporeans, it has raised the levy on foreigners buying property and boosted spending on housing grants, subsidized childcare and cash gifts for babies to try to raise one of the world's lowest fertility rates.

But as Saturday's by-election shows, many people expect more from the government, or at least a bigger say for the opposition.

"The PAP forgets us after the elections - only gives candies during elections and terms and conditions after," said Daniel Chua, a 58-year-old consultant. "The Workers Party has the heart to serve."

A new study in the United Kingdom has some good news for children who suffer from asthma. According to researchers at the Imperial College London, childhood asthma attacks have dropped significantly since a law was enacted in 2007 banning smoking in enclosed spaces.

The new study, which was published in a recent issue of Pediatrics, found that the hospital admissions for children suffering from asthma attacks dropped more than 12 percent in the first year after the law was introduced in July 2007. ?The admission rates continued to decline in subsequent years suggesting that the health benefits from the law have had a sustained effect on England's kids.

?

Before the ban was implemented, hospital admissions for childhood asthma attacks were rising at a rate of 2.2 percent per year, with admissions hitting a peak of 26,969 admissions in 2006-07. ?Researchers estimate that the rapid decline in admissions, which began immediately after the law came into effect, is equivalent to 6,800 fewer hospital admission within the first three years after the law came into effect. ?

The decline in hospital admissions was seen across the board in both boys and girls and for children living in poor neighborhoods or wealthier communities.?

GOP senators will oppose VA electoral change

(AP) ? The prospects appear doomed in Virginia this year for Republican-backed legislation that would replace the state's winner-take-all method of apportioning presidential electoral votes with one that awards one vote to the winner of each congressional district.

Virginia is the first of several states carried in November by President Barack Obama where the Republican-controlled legislature is considering measures to replace the winner-take-all allocation of electoral votes. The Virginia legislation survived a state Senate subcommittee on a 3-3 vote this week, but two Republicans on the full committee said Friday they would oppose the bill when it comes up for a committee vote next week, effectively killing it.

And should it clear the legislature, Virginia Gov. Bob McDonnell announced Friday he opposes it. Spokesman J. Tucker Martin said McDonnell, a Republican, "believes Virginia's system works just fine."

Similar legislation is pending in Wisconsin and Pennsylvania, and Republican National Committee Chairman Reince Priebus, who was re-elected to a second two-year term Friday, endorsed the concept last week. Other GOP leaders have expressed support for the idea as a way to rebound after last fall's defeats.

Nebraska and Maine now award one electoral vote to the winner of each congressional district, and the other two to the statewide winner. If other states were to follow this model, it could dramatically change the way Americans elect their president. In the current political climate, it also could put Democrats at a disadvantage in states Obama won but where Republican legislatures drew congressional district lines to maximize GOP performance.

In the November election, Obama won the popular vote with 65.9 million votes, or 51.1 percent, to Republican Mitt Romney's 60.9 million, or 47.2 percent. Obama won the Electoral College by 332-206.

In Virginia, Obama received nearly 2 million votes, or 51.1 percent, to Romney's 1.8 million, or 47.3 percent. Obama won all 13 Virginia electoral votes, becoming the first Democrat to win back-to-back presidential elections in Virginia since Franklin D. Roosevelt. Obama benefited from a huge turnout in urban and suburban areas around Washington, D.C., and Hampton Roads while Romney dominated more conservative rural ones.

Had state Sen. Charles Carrico's bill to allocate electors by congressional districts been in place, Romney would have won nine electoral votes to Obama's four.

Democrats, a minority in both the House and Senate in Virginia, decried the bill as a Republican power play to rig elections and steal with a legislative majority what they could not win with the ballot. They contend the measure is just one piece of an overall legislative package intended to burden disadvantaged voters who support Democrats.

Under Carrico's bill, the winner of the presidential vote in each congressional district would be awarded one electoral vote, and the candidate who won a majority of the districts would get the other two electoral votes.

Republican Sens. Jill Vogel of Fauquier County, who abstained from voting in the subcommittee, and Ralph Smith of Roanoke County said Friday they would vote against the bill when it appears before the full committee.

Vogel, a former Republican National Committee election lawyer, said she saw no problem with the bill's legality, but objected to the image it creates for her party so soon after Obama's victory last fall.

"It's the timing of it," she said. "It's just an awful impression it makes."

She said she abstained in the subcommittee vote as a courtesy to Carrico.

Smith said the measure violates his sense of order and fair play.

"I think every state needs to have the same plan. Two states do it already, but that doesn't make it right," Smith said. "More important than the interests of either party is a level playing field."

Magnitsky's mother thanks Obama for legislation

(AP) ? The mother of a whistle-blowing Russian lawyer who died in prison is thanking President Barack Obama for a U.S. law targeting Russian officials deemed to be human rights violators involved in her son's death.

Sergei Magnitsky died in jail of untreated pancreatitis in 2009 after accusing Russian officials of stealing $230 from the state. The case has angered both Russian activists and the West, and in December, the U.S. Congress passed legislation in Magnitsky's name, calling for sanctions against officials deemed to be connected with human rights abuses.

Natalya Magnitskaya said Thursday she is grateful to Obama for facilitating the adoption of the bill saying that it "will somehow keep my son's memory."

She also criticized Moscow's decision to bar Americans from adopting Russian children in retaliation.

The tour descends on Torrey Pines in La Jolla for the second event in California in as many weeks.

Tiger Woods will be in familiar territory when he tees off at the Farmers Insurance Open on Thursday. Torrey Pines is the site of his last major tournament victory, the 2008 U.S. Open. But Woods isn't the only big name to compete in the fourth tournament of 2013. In fact, he'll be paired with a couple other big names.

Woods will hit the South course at 1:30 p.m. ET alongside Nick Watney and Rickie Fowler. Every pairing will flip to the other course (in Woods' case, the North course) for Round 2. Over on the North course will be Bubba Watson, Brandt Snedeker and Phil Mickelson at 12:30 p.m. ET.

The Golf Channel's coverage of the Farmers Insurance Open will get underway at 3 p.m. ET Thursday and at the same time Friday. If you'll be away from your television but in your car, SiriusXM Satellite Radio's coverage gets underway at 1 p.m. ET. You can also stream the coverage online through the PGA Tour's website.
